Certification of deputies of local councils in Kharkiv

The purpose of certification is to create an effective tool for public control over the activities of local deputies, to increase the level of transparency and accountability of their work, as well as to establish effective communication between voters and their elected representatives. In times of war challenges, this is especially important, because security, sustainability and community development depend on the quality of decisions made.

How was it?

The project has been implemented since January 2025 on the territory of Kharkiv city community, which is under constant threat of shelling. Despite the difficult conditions, the Agency team was able to organize a comprehensive certification process: from the collection and systematization of data on the activities of deputies to the public dissemination of the results among the community.

The evaluation included an analysis of the attendance of meetings, the activity of deputies in decision-making, their involvement in solving problematic issues, as well as the availability and quality of communication with voters. Particular attention is paid to the use of modern channels for transparent reporting from social networks to publications in independent local media.

Impressive results

A comprehensive evaluation of the work of 81 deputies of Kharkiv City Council was carried out.

The level of bilateral interaction has increased: already 60 deputies regularly communicate with voters, take their opinion into account and respond to requests.

The official website of the Kharkiv City Council has been updated: information about deputies has been brought in accordance with the requirements of the legislation, which has increased its accessibility and quality.

Challenges and Achievements

The project is implemented in conditions of martial law, which complicates access to information and organization of monitoring activities. Part of the data was collected online, using digital tools and remote communications. This experience has shown that even in crisis circumstances it is possible to ensure effective control over the activities of representative power. At the same time, the deputies themselves received a signal of the growing expectations of the community, and this became the motivation to increase their openness, responsibility and publicity.

Impact on the community

Attestation of deputies in Kharkiv was an important step towards strengthening the role of the community in decision-making. Residents gained access to objective and structured information about the work of their representatives, and this increased the level of trust in local self-government. The project has also created a culture of regular accountability and publicity that meets modern democratic standards.

What left this project?

Attestation of deputies of local councils is not a one-time initiative, but a long-term mechanism of influence of the community on the authorities. The project left behind:

an effective tool for monitoring the activities of deputies;

updated information infrastructure, which makes the work of deputies more transparent;

practice of modern and effective communication “deputy — voter”;

a more active community that is aware of its role in shaping quality local policy.
