AMI begins assessing members of Kharkiv Regional Council
After five years of monitoring Kharkiv City Council, AMI is extending the campaign to the regional level.
Kharkiv Regional Council has 120 members and serves a region living through a full-scale war. Accountability of local authorities is particularly important here.
What is the assessment campaign?
The nationwide “Assessment of Local Council Members” campaign evaluates councillors using a common methodology: public access to biographies, arrangements for meeting residents, communication on social media and reporting practices. It applies no sanctions, relying instead on public assessment. This creates an incentive for change where the law provides no enforcement mechanism.
AMI is the campaign’s regional partner for Kharkiv Region. The campaign is coordinated by the Odesa regional branch of the nationwide NGO Committee of Voters of Ukraine. Established in 1998, the organisation is a leading actor in democratisation and human rights protection in Ukraine.
Why the regional council?
Kharkiv Regional Council makes decisions affecting all 120 communities in the region, including budgets, municipal property, education and healthcare. During war and recovery, these decisions are critically important.
At the same time, the regional level is considerably less transparent than the city level: members of regional councils are monitored less frequently, and their work receives less public attention.
What comes next?
AMI is beginning to collect and analyse data on all 120 members of Kharkiv Regional Council. We will publish findings and initial assessments as they become available.
The project is implemented as part of the nationwide “Assessment of Local Council Members” campaign, with support from the Odesa regional branch of the nationwide NGO Committee of Voters of Ukraine.
