The Agency for Local Initiatives implemented the “Assessment of Local Council Members” project in Kharkiv. The nationwide campaign has operated since 2016 and supports democratic processes and transparency in local government. Despite wartime conditions, the team introduced an effective tool for assessing councillors’ work and strengthening their accountability to residents.
How it happened
The project ran from January to June 2024 in Kharkiv, a city facing constant challenges because of military aggression. Despite regular shelling and communication difficulties, the organisation delivered its planned work, focusing on transparency and accountability among local councillors.
Results
- The work of 79 Kharkiv City Council members was assessed: data collection and analysis enabled an objective evaluation of their activity, meeting attendance and involvement in addressing community problems.
- New communication channels: councillors began using tools such as Telegram channels, Instagram pages and video reports on Facebook, increasing the transparency of their work.
- Resident participation: the number of councillors using two-way communication with voters rose to 60, helping incorporate community views into decision-making.
Challenges and achievements
Daily shelling and instability made data collection and verification more difficult. These challenges highlighted the value of assessment as a tool for improving local government. The organisation adapted by using online formats for data collection and communication.
Value for the community
The project was an important step towards a more transparent and accountable society. It assessed councillors’ work and encouraged improvements in their practices. Resident participation and new approaches to communication helped strengthen trust between the community and its elected representatives.
What the project leaves behind
The project raised public awareness of councillors’ work, encouraged innovative solutions and involved young people in democratic change. Beyond assessing individual councillors, it contributed to a more open, transparent and effective society.
