The space of care “Zelena Dibrova”: an inclusive environment for children

What is this project about?

Municipal non-profit enterprise of Kharkiv Regional Council “Center for Medical Rehabilitation and Palliative Care for Children “Zelena Dibrova” is one of the few communal institutions outside Kharkiv, which during the period of active hostilities continued to provide rehabilitation and palliative care to children with injuries disability, including children left without parental care. In difficult conditions, the staff ensured their safety without stopping their work even during intense shelling. Today, the Centre is in the process of reorganisation and needs enhanced support, including financial support, which jeopardises the continuity of critical services. Therefore, our common task is to support an institution that is a support for the vulnerable children of the region.

Why is it important?

The center remains the only one outside Kharkiv where children with serious conditions receive qualified rehabilitation and round-the-clock care. A team of specialists is concentrated here, which has demonstrated resilience, dedication and professionalism. Subject to proper arrangement and personnel reinforcement, upon completion of the reorganization, the Center will be able to:

  • increase capacity up to 30 beds
  • provide services to 100-320 children each year
  • integrate into the NHSU financing system.

It is about preserving a vital institution that works for children in need of comprehensive medical and psychosocial care.

What has already been done?

Local Initiatives Agency already cooperated with the Center:

They also practiced advocacy at the level of local authorities and Kharkiv Regional Council on the development of project and estimate documentation of the shelter.

This experience deepened our understanding of the needs of the Center and the community, and demonstrated a willingness to evolve and improve the quality of services.

What do we do now?

As part of the new project, we provide:

  • repair and arrangement of rooms
  • creation of a barrier-free bathroom with shower (in accordance with DBN V.2. 2-40:2018)
  • equipment according to the Measurement Chart (specialized beds, mattresses, dressers and furniture)
  • improving conditions for the constant presence of mothers
  • increase of sanitary standards and microclimate (ventilation, air conditioning)

Expected results

Thanks to the implementation of the project, the Center will be able to:

  • strengthen the institutional capacity, and the team - to work in better conditions;
  • create a decent space for children with disabilities and children in crisis circumstances;
  • increase the number of seats from 15 to 30, and therefore - access to important assistance;
  • ensure readiness for integration into the NHSU system and obtaining sustainable financing.
