A notification can be submitted to the Register of Damaged and Destroyed Property:

1. Independently:
  • Through the Diia portal.
  • Through the Diia mobile app, if you have a taxpayer identification number.
2. Through an Administrative Service Centre administrator or a notary, regardless of the individual’s place of residence or stay or the legal entity’s location.

The notification must contain:

  • The individual’s surname, first name and patronymic, taxpayer identification number or passport series and number; or the legal entity’s name and identification code in Ukraine’s Unified State Register of Enterprises and Organisations.
  • Contact details: telephone number and email address.
  • Property details: type, total floor area, address, technical characteristics, form of ownership and whether it has cultural heritage status.
  • The number of people who lived in the property.
  • Details of the damage or destruction: date, approximate time, description and photographic or video evidence.
  • Information from the State Register of Property Rights to Real Estate, if available.

The notification is considered received on the day it is submitted and is registered and stored on the Diia portal.

Compensation will be provided to:

  • Owners of the relevant property or construction clients for construction projects.
  • Members of housing construction cooperatives who have paid for a flat or other residential premises but have not registered ownership, and their heirs.
  • People who have invested in and financed construction projects for which permission to carry out construction work has been obtained, and their heirs.
  • Apartment co-owner associations, building managers, housing construction cooperatives and their legal successors.
