Providing people with suitable housing at short notice is difficult. To address this, the Cabinet of Ministers of Ukraine adopted Resolution No. 495 on measures to establish housing funds for the temporary accommodation of internally displaced people.

Temporary housing funds for internally displaced people are established through:

  • buying or purchasing housing;
  • building new housing;
  • reconstructing houses and dormitories and converting non-residential premises into housing;
  • transferring housing into municipal or state ownership;
  • major repairs to housing stock.

Internally displaced people and their family members are provided with housing from the fund free of charge at their actual place of residence or stay. At least 6 m² per person is provided for up to one year, with the possibility of extension.

Requirements for purchasing or building this housing:

  1. The purchase or construction cost per square metre of total floor area must not exceed the legal limit.
  2. The housing must have been commissioned and be intended and suitable for permanent residence.

What documents are needed to register?

  • An application.
  • Copies of documents confirming identity and Ukrainian citizenship.
  • A copy of the internally displaced person certificate.
  • Copies of documents confirming family relationships between the applicant and family members.
  • A copy of the taxpayer identification number.
  • Copies of documents confirming grounds for priority.
The responsible authority decides whether to register the applicant or refuse registration within one working day after the application is submitted.

Registration may be refused if:

  • the required documents have not been submitted;
  • the documents contain false information.

Housing from the fund is provided to internally displaced people and their families for temporary use for up to one year, with the possibility of extension. Residents must pay for utilities and other services on time and comply with the rules for using the accommodation.
