The Local Initiatives Agency, which implements the project “Future through Change: Institutional Transformation for Sustainable Development”, announces a tender for the procurement of communication services with SMM functions for the project activities of the organization.
List of purchased services:
- Implementation of the communication strategy of the organization
- Writing posts, news and press releases
- Development and administration of the organization's social networks (Facebook, Instagram, TikTok, LinkedIn, YouTube, Telegram)
- Building relationships with media and partners
- Formation of the style and recognition of the organization
- Coverage of activities in the framework of the project
- Preparation of communication materials for reporting
Qualification requirements for participants:
- Experience in the field of communications/SMM at least 2 years
- Confirmed written and oral communication skills in Ukrainian
- Experience with media and social networks
- Creativity and strategic vision of communication development
- Experience working with non-profit organizations (preferred)
- Understanding the specifics of the public sector of Ukraine
Requirements for tenderers: Bidders must NOT:
- Be in the process of liquidation or have open proceedings for bankruptcy
- To be on sanctions lists
- Have arrears on taxes and other mandatory fees
- Have officials convicted of fraud, corruption, participation in a criminal organization or money laundering
Terms of service:
- Form of cooperation: agreement on the provision of services with an individual entrepreneur (tax group 3)
- Term of service: 12 months with the possibility of extension
- Place of service: office of the organization
To participate in the tender, you must submit:
- Service Provider Resume
- Portfolio of successful fundraising cases
- Price offer (cost of services per month/year)
- Letter of conformity (required) — confirmation of the participant's compliance with the requirements of the tender and the absence of a conflict of interest
- Copies of documents confirming qualifications (if available)
- Recommendations from previous customers (preferably)
Criteria for evaluating proposals:
- Compliance with qualification requirements — 25%
- Portfolio quality and experience in the field — 30%
- Optimal price/quality ratio — 25%
- Creativity and strategic vision (based on portfolio) — 15%
- Recommendations from previous customers — 5%
Consideration procedure:
- Consideration of tender proposals will be carried out by the Tender Committee of the organization
- The decision of the Tender Committee shall be formalized by a protocol
- Interviews can be conducted with selected candidates
- All participants will be notified of the tender results by email
Terms:
- Deadline for submission of proposals: July 24, 2026, 18:00
- Consideration of proposals and determination of the winner: until July 30, 2026
- Estimated start of service: August 2026

Important:
- An incomplete package of documents may be the basis for rejecting the proposal
- Submission of the offer means the participant's agreement with all the conditions of the tender
- The costs of preparing the tender offer are not reimbursed
The customer reserves the right to:
- Reject all offers without explaining the reasons
- Conduct interviews with selected candidates
- Request additional information from participants
- Request a test assignment from finalists
- Cancel the tender at any stage before the conclusion of the contract
