The Local Initiatives Agency, which implements the project “Future through Change: Institutional Transformation for Sustainable Development”, announces a tender for the procurement of English language training services for employees of the organization.
List of purchased services:
- Conducting entrance testing of English proficiency (CEFR scale) for each participant
- Development of an individual curriculum according to the level and needs of each participant (General English and/or Business/Professional English)
- Conducting training sessions in a format chosen by each participant individually (online, offline or mixed)
- Provision of educational materials and access to educational resources
- Regular monitoring of participants' progress during the course
- Conducting final language proficiency testing at the end of the course
- Issuance of a certificate confirming the achieved level of English proficiency
Qualification requirements for participants:
- Experience in conducting educational programs in English for adults at least 3 years
- Availability of teachers with specialized education and confirmed qualifications (TESOL, CELTA, TKT or equivalent certificates)
- Experience in preparing and conducting language proficiency testing according to international standards (CEFR)
- Ability to provide training simultaneously in different formats (online, offline, mixed) for different group members
- Experience teaching both General English and Business/Professional English
- Technical capacity of high-quality online classes (platform, materials, feedback)
- Experience working with non-profit organizations (preferred)
Requirements for tenderers: Bidders must NOT:
- Be in the process of liquidation or have open bankruptcy proceedings
- To be on sanctions lists
- Have arrears on taxes and other mandatory fees
- Have officials convicted of fraud, corruption, participation in a criminal organization or money laundering
Terms of service:
- Form of cooperation: agreement on the provision of services with an individual employment/legal entity
- Field of study: General English and/or Business/Professional English - determined by the results of the entrance test and the needs of the participant
- Number of participants: 1-5 people
- Level testing: compulsory entrance (before the beginning of the course) and final (at the end of the course) testing under CEFR with the issuance of a certificate
- Term of service: agreed with the winner of the tender, approximately 3—6months
- Place of provision of services: remotely and/or in the office of the organization - depending on the format selected by the participant
To participate in the tender, you must submit:
- Teacher (s) resume/profiles indicating qualifications and certificates (TESOL, CELTA, TKT, etc.)
- Portfolio or examples of previously conducted English curricula
- Description of the methodology of the entrance and final level testing (CEFR)
- Course program with an approximate schedule of classes and a description of the approach to individualization of training for different formats and levels
- Price offer (cost of training per participant with split format - online/offline/mixed, level testing cost)
- Letter of conformity (required)— confirmation of the participant's compliance with the requirements of the tender and the absence of a conflict of interest
- Copies of documents confirming the qualifications of teachers
- Recommendations from previous customers/training participants (preferably)
Criteria for evaluating proposals:
- Compliance with qualification requirements — 25%
- Teacher experience and quality/flexibility of the course program — 30%
- Optimal price/quality ratio — 30%
- Recommendations from previous customers/participants — 15%
Consideration procedure:
- Consideration of tender proposals will be carried out by the Tender Committee of the organization
- The decision of the Tender Committee shall be formalized by a protocol
- Interviews can be conducted with selected candidates
- All participants will be notified of the tender results by email
Terms:
- Deadline for submission of proposals: July 24, 2026, 18:00
- Consideration of proposals and determination of the winner: until July 30, 2026

Important:
- An incomplete package of documents may be the basis for rejecting the proposal
- Submission of the offer means the participant's agreement with all the conditions of the tender
- The costs of preparing the tender offer are not reimbursed
- The customer reserves the right to:
- Reject all offers without explaining the reasons
- Conduct interviews with selected candidates
- Request additional information from participants
- Request a test assignment from finalists
- Cancel the tender at any stage before the conclusion of the contract
