The Local Initiatives Agency, implementing the project “Future through Change: Institutional Transformation for Sustainable Development”, announces a tender for the procurement of financing services for the project activities of the organization.
List of purchased services:
- Search for grant opportunities and preparation of grant applications
- Building partnerships with donors, international foundations and the business sector
- Development and implementation of the fundraising strategy of the organization
- Representation of the organization at specialized events and meetings with potential donors
- Support the process of attracting funding from idea to implementation
Qualification requirements for participants:
- Experience in the non-profit sector and the grant sector at least 2 years
- Availability of successful cases of attracting financing (confirmed portfolio)
- Proficiency in English at Upper-Intermediate/Advanced
- Strategic planning, negotiation and communication skills
- Systemic approach to work and proactive stance
Requirements for tenderers: Bidders must NOT:
- Be in the process of liquidation or have open bankruptcy proceedings
- To be on sanctions lists
- Have arrears on taxes and other mandatory payments and fees
- Have officials convicted of fraud, corruption, participation in a criminal organization or money laundering
Terms of service:
- Form of cooperation: agreement on the provision of services with an individual entrepreneur (tax group 3)
- Term of service: 24 months with the possibility of renewal
- Place of provision of services: remotely and the office of the organization
To participate in the tender, you must submit:
- Service Provider Resume
- Portfolio of successful fundraising cases
- Price offer (cost of services per month/year)
- Letter of Conformity(mandatory) — confirmation of the participant's compliance with the requirements of the tender and the absence of a conflict of interest
- Copies of documents confirming qualifications (if available)
- Recommendations from previous customers (preferably)
Criteria for evaluating proposals:
- Compliance with qualification requirements — 30%
- Experience and quality of previous projects — 30
- Optimal price/quality ratio — 30%
- Recommendations from previous customers — 10%
Consideration procedure:
- Consideration of tender proposals will be carried out by the Tender Committee of the organization
- The decision of the Tender Committee shall be formalized by a protocol
- Interviews can be conducted with selected candidates
- All participants will be notified of the tender results by email
Terms:
- Deadline for submission of proposals: September 21, 2025, 18:00
- Consideration of proposals and determination of the winner: until September 28, 2025
- Estimated start of service: October 2025

Important:
- An incomplete package of documents may be the basis for rejecting the proposal
- Submission of the offer means the participant's agreement with all the conditions of the tender
- The costs of preparing the tender offer are not reimbursed
The customer reserves the right to:
- Reject all offers without explaining the reasons
- Conduct interviews with selected candidates
- Request additional information from participants
- Request a test assignment from finalists
- Cancel the tender at any stage before the conclusion of the contract
